Funding: what's changing
- •Levels 2-6 remain fully or partially funded for eligible learners; smaller employers who don't pay the levy contribute a reduced share of training costs.
- •From 1 January 2026, government funding for Level 7 (master's-level) apprenticeships is restricted to learners aged 16-21 at the start of their programme (up to 24 for care leavers or those with an EHCP).
- •Apprentices who started a Level 7 programme before 1 January 2026 continue to be funded through to completion.
- •From September 2026, funding is being withdrawn from a number of apprenticeship standards, including several leadership and management courses mainly used as professional development for staff aged 25 and over.
- •New, shorter foundation apprenticeships are being introduced for 16-21 year-olds as an entry point below Level 2.
Employers should review levy strategy ahead of funds expiring after 12 months (reduced from 24) and rising co-investment rates once levy funds are exhausted.
